This is my personal preference from playing the game as long as I have.
This game seems to be made for you to get attacked and lose most of the defensive battles on your base. Think about the most effective method for you to progress and upgrade your base.... by successfully defeating other bases. The foundation for success is to beat down other opponents, so for you to try and stop most of your attackers, you are going against the tide.
I personally have found success in upgrading my offense to a point where my defense is not getting me intel. Once I start getting defeated without eliminating any of the opponents troops, then I focus on defense for a bit.
I also leave a little honey pot (loot) to entice others to attack me. I'm ok with losing the equivalent loot I would get from raiding one player's base in exchange for intel.
Everyone has different methods of playing the game and there is no wrong or right way. I just shared what works for me.
