If you are an offense minded player, you will find that players on your map are 5 to 10 levels above you. How can you get more players around your level? Well luckily there are other offense minded player like you and I have a way to find them on your map.
When you reach a point where you can't beat the players on your map, attack the lowest ranked player on your map and make sure to get completely whipped out. Lose every troop and all your gbe. I personally use riflemen since they are low cost. Once you are whipped by the lowest ranked player on your map, try cycling the top players on your map. Hit the find new opponent option for one or two. If the level of the players did not drop, try this process again until you see the overall level of players spawning on your map drop.

That's interesting..same issue I have. Does anyone know if you need to load all boats full of troops?

I don't know the answer for sure but....
The game tracks how many troop equivalents you lose for matters of awarding intel and diamonds to the defender. For example, 1 rifleman equals 1 space on your boat. 1 Heavy equals 4 spaces, tanks equal 8 spaces, etc. Therefore, I'm sure that more boat equivalent spaces you lose, the better your chances of finding lower ranked opponents.

Is this proven to work? I always assumed that i had to drop VP to find lower bases. Very interesting. I'll give it a try.
